Sir,
I am commanded by the Air Council to refer to correspondence under Colonial Office Nos.82816/31 and 80812/1931, on the subject of the inspection of aircraft in Hong Kong in connection with the validation issue and renewal of certificates of airworthiness under Schedule
II to the Air Navigation (Colonies Protectorates and
Mandated Territories) Order 1927.
2. I am to request you to inform the Secretary of State for the Colonies that extended enquiry has been made in regard to Flight Lieutenant Moss's record both before and during his service in the Royal Air Force. Although it is difficult to estimate any individual's qualifications from paper evidence alone the Council are now of the opinion that the Governor need have no hesitation in accepting reports and recommendations from Flight Lieutenant Moss in regard to aircraft in respect of which this officer has been supplied with fully detailed "Instructions to Inspect" to aid him in carrying out the inspection.
3. I am accordingly to enclose herewith for the transmission to the Governor, "Instructions to Inspect"
for each of the three Hong Kong aircraft the registration
of which has been reported to the Air Ministry. Corresponding instructions in regard to any aircraft with a United Kingdom certificate of airworthiness,
